Malawi Parliamentary committee orders council to refund misused Covid-19 funds

The Public Accounts Committee (PAC) of Malawi Parliament has directed Mzuzu City Council to refund coronavirus disease (Covid-19) funds amounting to MK4-million that the council used on issues not related to fighting the pandemic.

From the said MK4 million, Mzuzu City Council misguidedly used MK3.2 million to rehabilitate markets of Katawa and Chiputula within the city, while money amounting to MK808-thousand was plundered through excess lunch allowance to officers who were undertaking Covid-19 activities.

Speaking after meeting the council, PAC Chairperson Shadreck Namalomba, who is also Member of Parliament for Mangochi South West, said though Mzuzu justified that the rehabilitation was to ensure that they decongest market places to ease spread of the virus, the rehabilitation was the ongoing developmental activity such that the council would have used other funds but not Covid-19 money.

Namalomba said: “The determination of the committee is that money for the rehabilitation cannot be sourced from Covid-19 funds, it was supposed to be an ongoing developmental activity for the council.”

“The other issue was to do with lunch allowance on officers who did undertake fumigation activities at the city. They were given allowances in excess of their entitlement.”

“Instead of getting K4-thousand they could get five thousand kwacha. So we are saying that money must be recovered as well.”

Namalonda also said the committee established that some officers who undertook fumigation activities within the council were being given risk allowances contrary to mandatory use of the fund.

During the meeting the Council told the committee that it negotiated with controlling officers to come up with the risk allowance decision, a statement which did not convince the committee.

The committee also reserved its determination on another MK6.2 million which the council used to pay training allowances to nine officers employed by the council to join new health surveillance assistants which Malawi Government employed with assistance from Global Fund.

He said: “We were not convinced of the reasons produced by the council because these nine officials had been recruited and employed by the city council for nine years without induction course.”

“And now another cohort which have just been recruited by the government is having an induction course, now they send these to join the old cohort and use Covid-19 funds.”

“However, considering that there are further investigations into this matter, the committee reserved its determination and we said let us wait for Officer of President and Cabinet (OPC) to complete its work.”

In his remarks, Director of Finance for Mzuzu City Council who represented the Acting DC, Salom Tsoka, said the council is committed to refund the money but pleaded for a period of a month to recover the lunch allowance money and three months for the misguided K3.2 million used for rehabilitation of the markets.

“The council will engage all the beneficiaries of this fund. And for those who are already our employees, it will not be difficult as we will engage them to deduct the money from their salaries and should be able to understand.”

From the Covid-19 fund, Department of Disaster Management Affairs (DoDMa) allocated MK30 million to Mzuzu City Council to be used in a fight against the deadly coronavirus.
